Governor Kaine Announces Additional Appointments
– Includes Workforce Council, Poet Laureate –
RICHMOND – Governor Timothy M. Kaine today announced the following appointments to state boards and commissions, and named a Poet Laureate.

Poet Laureate of Virginia
Carolyn Kreiter-Foronda of Middlesex County will serve as Poet Laureate of Virginia, an honorary position created to encourage the exchange of arts information and perspectives. Kreiter-Foronda is a poet, painter, sculptor, and lifelong educator. Her publications include four books of verse, articles on writing, and book chapters on poetry and thinking skills. Her poetry honors include three Pushcart Prize nominations, an Edgar Allen Poe first place award, and three Artist-in-Education grants and one Arts-on-the-Road grant from the Virginia Commission for the Arts. In 1992, she was named a Virginia Cultural Laureate for her contributions in the field of American Literature.
State Board of Community Colleges
- Chris A. Lumsden* of South Boston will continue to serve as a member of the Board, which he currently serves as chairman. Lumsden is chief executive officer of the Halifax Regional Health System, and is past chair of the Halifax Educational Foundation Inc., and the Halifax County Economic Development Council.
- Alan G. Toxopeus* of Winchester will continue to serve as member of the Board, which he currently serves as vice-chairman. Toxopeus is a Certified Public Accountant, and has previously served for eight years on the Lord Fairfax Community College Local Advisory Board.
- Mark R. Graham* of Abingdon will continue to serve as a member of the Board. Graham is a director in the Abingdon law firm of Boucher, Hutton & Graham, and has previously on the Virginia Highlands Community College Board. He is a past president of the Abingdon Rotary Club.
Board of Visitors, Christopher Newport University
- Everette G. Allen Jr.,* of Richmond will continue to serve as a member of the Board. Allen is a partner with LeClair Ryan, a Richmond law firm. He has previously served as a member of the Randolph Macon College Board of Trustees, and as a trustee of the Virginia Student Aid Foundation.
- William Heath* of Pulaski County will continue to serve as a member of the Board, which he currently serves as Rector. Heath is President and CEO of First National Bank Corporation and serves as a member on the Montgomery County Chamber of Commerce Board of Directors.
- Mary Elizabeth Hoinkes* of Middlesex County will continue to serve as a member of the Board. Hoinkes is currently chairwoman of the board of 20/20 Vision. She is a member of the Council on Foreign Relations and has previously served as general counsel of the U.S. Arms Control and Disarmament Agency.
- Thaddeus Holloman* of Newport News will continue to serve as a member of the Board. Holloman is senior vice-president of Old Point National Bank in Hampton. He currently serves on the board of directors for the Newport News Educational Foundation and the Newport News Economic/Industrial Development Authority.
- James Joseph* of Hampton will continue to serve as a member of the Board. Joseph is a senior director at Advantis Real Estate Services, Co., and Chair of the Hampton Redevelopment Advisory Committee.
Board of Visitors, Old Dominion University
- Kendra Menefee Croshaw* of Virginia Beach will continue to serve as a member of the Board. Croshaw is currently the director of government and public policy for the Children’s Hospital of the King’s Daughters. She has previously served on the board of directors of the Virginia Beach Court Appointed Special Advocates (CASA).
- James A. Hixon* of Virginia Beach will continue to serve as a member of the Board, where he currently serves as rector. Hixon is the executive vice-president for law and corporate relations at Norfolk Southern Corporation, and serves as a trustee to the National Railroad Retirement Investment Trust.
- The Honorable Marc Jacobson* of Norfolk will continue to serve as a member of the Board. Jacobson is a retired Norfolk Circuit Court judge. He has previously served as a member of the Virginia-Israel Commission, and is a former vice-president of the Tidewater Mental Health Association.
- The Honorable Ross A. Mugler* of Hampton will continue to serve as a member of the Board. Mugler is Commissioner of the Revenue for the City of Hampton and President of the Hampton Roads Commissioners of the Revenue Association. He also serves on the Thomas Nelson Community College Education Foundation.
- The Honorable Moody E. Stallings, Jr.*, of Virginia Beach will continue to serve as a member of the Board. Stallings is an attorney with Stallings & Bischoff. He has previously served in the Senate of Virginia.
Board of Trustees, Southern Virginia Higher Education Center
- Bobby A. Howard* of Charlotte County will continue to serve as a member of the Board. Howard is president and chief executive officer of The Bank of Charlotte County. He has previously served on the Charlotte County Education Foundation, Inc., and as Mayor of Phenix.
- Wanda B. Jeffress of South Boston will serve as a member of the Board. Jeffress is vice-president and owner of Jeffress Funeral Home and an adjunct faculty member at Bluefield College. She currently serves as a member on the Averett University Alumni Board of Directors and the Danville Community College Minority Concerns Board.
Start Strong Council
- Gordon L. Gentry, Jr., of Newport News will serve as a member of the Council. Gentry serves as chairman of TowneBank – Peninsula and as a member of Preschool Partners of the Virginia Peninsula. He has previously served as vice-rector of Christopher Newport University and as president of the Newport News Educational Foundation.
Advisory Council on Career and Technical Education
- Susan Baker* of Vienna will continue to serve as a member of the Council. Baker is currently a consultant serving as project manager for the Northern Virginia Workforce Investment Board’s Base Realignment and Closure (BRAC) Program. She previously served as vice president of Workforce Development for the Northern Virginia Technology Council.
- Ronald Hottle* of Frederick County will continue to serve as a member of the Council. Hottle is president and treasurer of Winchester Printers, Inc., and a curriculum task force advisory board member for Lord Fairfax Community College and the Frederick County Public School System. He is past chairman of the Winchester/Frederick County Chamber of Commerce.
Virginia Workforce Council
- Guillermo A. Meneses of Ashburn will serve as a member of the Council. Meneses is currently vice-president of communications for the United States Hispanic Chamber of Commerce.
- Lovey L. Hammel of Oakton will serve as a member of the Council. Hammel is the co-founder and current president of Employment Enterprises, Inc. She sits on the executive committee of the Fairfax County Chamber of Commerce and is a past chair of the George Mason University Foundation Board.
- James McClain, II of Martinsville will serve as a member of the Council. McClain is currently vice-president of administration for the Southwestern Virginia Gas Company. He has previously served as a member of the Martinsville Chamber of Commerce.
- Elwood B. Boone, III of Hopewell will serve as a member of the Council. Boone is chief executive officer of HCA John Randolph Medical Center. Boone previously served as chief executive officer of HCA Parkland Medical Center in New Hampshire.
- Doyle Rasnick of North Tazewell will serve as a member of the Council. Rasnick is the present owner and retired chief executive officer of Clinch Valley Printing and previously served as the print shop manager at Mountain Empire Community College. He is currently a member of the Tazewell County Industrial Development Authority.
