Governor Kaine Releases Transportation Accountability Commission Report
– Report recommends goals, performance measures to improve transportation network –
RICHMOND – Governor Timothy M. Kaine today released the final report of the Transportation Accountability Commission, which recommends seven broad goals and 34 performance measures to improve the Commonwealth’s transportation network.
The Commission, established through Executive Order 37, was charged with evaluating Virginia’s current accountability methods and making recommendations to ensure that the state’s transportation agencies deliver maximum value for taxpayers, employ rigorous management techniques and are held accountable for the performance of the state’s transportation system.
“The Commission’s recommendations continue my commitment to a comprehensive strategy for reform and increased accountability for transportation agencies,” Governor Kaine said. “We’ve made tremendous strides in improving on-time, on-budget performance, but on-time, on-budget is not enough. We need to measure how well the system works. I look forward to working with our transportation agencies and the General Assembly to implement these recommendations.”
The report’s seven broad goals include increasing transportation safety, improving mobility and accessibility in the transportation network, and improving coordination of transportation and land use planning. The 34 performance measures will track pertinent information for each goal, such as the number of transportation related fatalities, percentage of bridges in need of repair, percentage of congested highways, and the number of available park and ride spaces.
“Over the past five years, tremendous progress has been made to enhance transparency and accountability in transportation,” said Commission Chairman James A. Squires. “The Commission’s recommendations build on that progress through a set of overarching goals and performance measures that are critical to a transportation program that not only delivers high-quality projects, but the right projects.”
