Tax Tribute Ceremony. Governor Kaine and First Lady Anne Holton will accept tribute from members of the Mattaponi and Pamunkey tribes at an annual ceremony. In keeping with the treaties of 1646 and 1677, the tribes make an annual offering to the Governor, traditionally the day before Thanksgiving, in lieu of paying taxes.
