Governor Kaine Announces Agency Appointments in the Administration Secretariat
RICHMOND – Governor Timothy M. Kaine today announced appointments to agencies within the Administration secretariat.
Sara Redding Wilson of Manakin-Sabot will continue to serve as Director of the Department of Human Resources Management, a position she has held since 1998. Wilson previously served as the Executive Vice President, General Counsel and Corporate Secretary of Signet Banking Corporation during a 21-year career with the corporation.
Stephen R. Adkins of Charles City will serve as Chief Deputy Director of the Department of Human Resources Management. Prior to his appointment, Adkins worked at the DuPont Spruance Plant in Richmond for 40 years, most recently as the Human Resource Manager of Site Support and Engineering. Adkins is also Chief of the Chickahominy Indian Tribe and received a presidential appointment to serve on the Jamestown 400th Commemoration Commission.
Richard F. Sliwoski P.E. of Virginia Beach will serve as Director of the Department of General Services (DGS). In his previous position as Director of the Department of Engineering and Buildings within DGS, Sliwoski served as head of the Bureau of Capital Outlay Management, where he was responsible for developing policies and procedures for the procurement of professional and construction services by agencies and institutions. He was also head of the Bureau of Facilities Management, supervising the operation and maintenance of the Capitol Square Complex in Richmond.
Marc D. Follmer of Richmond will serve as Deputy Director of the Department of General Services. Previously, Follmer served as Associate General Counsel and Assistant Secretary of Compass Bancshares, Inc., a $30 billion bank holding company, from 2002 - 2005. Prior to that, Follmer was Vice President and Senior Counsel for Merrill Lynch in London and New York from 1996 to 2002.
Sandra D. Norman of Richmond will serve as Director of the Council on Human Rights. Norman has served with the Council since 1989, most recently as Assistant Director for the past five years.
Stacey Y. Brayboy of Atlanta will serve as Deputy Director of the Council on Human Rights. Previously, Brayboy served as the State Core Director for Governor Kaine’s gubernatorial campaign and for the Virginia Coordinated Campaign. Brayboy has 12 years of experience in various levels of government.
Claudia T. Farr of Powhatan will continue to serve as Director of the Virginia Department of Employment Dispute Resolution, a position she has held since 2002. Prior to her appointment, Farr served as Deputy Director of the Department of Employee Resolution for four years. Before entering public service, Farr practiced law with the Richmond firm Hunton & Williams.
Grindly R. Johnson of Chesapeake will serve as Deputy Director of the Department of Employee Dispute Resolution. Prior to her appointment, Johnson served as Deputy Director of Personnel in the Transition Office. Johnson also founded Perception, a political and media consulting firm.
Clyde E. Cristman of Glen Allen will continue to serve as Director of the Department of Charitable Gaming, a position he has held since 2003. Prior to his appointment, Cristman served from 1998-2003 as a Public Safety and Natural Resources analyst for the House Appropriations Committee in the Virginia House of Delegates. Cristman has over 23 years of experience in state and local government.
Frank Drew, a native of Virginia Beach, will continue to serve as Chairman of the Compensation Board, a position he has held since 2002. Drew is a 31 year veteran of the Virginia Beach police department, where he served for 12 years as the elected Sheriff of the City of Virginia Beach.
Linda Sharp Anderson of Richmond will continue to serve as Deputy Secretary of the State Board of Elections, a position she has held since 2003. Prior to her appointment, Sharp Anderson served as Chief Executive Officer of The Metropolitan Business League in Richmond for ten years.
