Governor Kaine Announces Appointments to Natural Resources, Agriculture, Education and Administration Secretariats
RICHMOND – Governor Timothy M. Kaine today announced additional appointments to several Cabinet-level offices and state agencies.
Nicole M. Rovner will serve as Deputy Secretary of Natural Resources. Rovner previously served as Director of Governmental Relations for The Nature Conservancy of Virginia (2000-2006) and as a staff attorney at the Virginia Division of Legislative Services (1994-2000), where she was counsel to five legislative committees that consider natural resource-related issues.
Jeffrey M. Corbin will serve as Assistant Secretary of Natural Resources. Corbin has worked since 1996 at the Chesapeake Bay Foundation, where he has been its Virginia deputy director and senior scientist. Before his CBF tenure, he worked for three years as an environmental geologist and water quality specialist at the Texas Natural Resource Conservation Commission.
David K. Paylor will serve as director of the Department of Environmental Quality. Paylor has served as Deputy Secretary of Natural Resources since 2002 following 25 years of service at the Department of Environmental Quality and the Virginia Water Control Board.
Joseph H. Maroon will continue to serve as director of the Department of Conservation and Recreation. Maroon was appointed to the DCR post in 2002.
William P. Dickinson, Jr. will continue to serve as Deputy Secretary of Agriculture and Forestry. Dickinson has served 34 years in a variety of roles across state government.
Dietra Y. Trent will serve as Deputy Secretary of Education. Trent previously served as Director of the Council on Human Rights (2002–2003) and Director of Constituent Services in the administration of Governor Mark Warner (2004 –2005).
Doug Garcia will serve as Assistant Secretary of Education. Garcia had previously served as Kaine’s Executive Assistant since May of 2002.
Richard B. Zorn will continue as Deputy Secretary of Administration, a position he has held since 2003. Prior to that, Zorn was head of the Finance Section of the Attorney General’s office, where he served for over 20 years.
Kim Y. Farrar will serve as Deputy Secretary of Administration. Farrar previously served as Special Assistant to the Governor for Strategic Management in the Warner administration and has served in state government for a total of 18 years.
