Governor Kaine Appoints Lottery Director
– Hill-Christian has led several state, city
agencies –
RICHMOND – Governor Timothy M. Kaine today appointed Sheila Hill-Christian as Director of the Virginia Lottery. Hill-Christian, of Richmond, has successfully led key agencies for the Commonwealth and the City of Richmond.
“I have every confidence in Sheila Hill-Christian’s abilities to lead a customer-driven state agency such as the Virginia Lottery,” Governor Kaine said. “I also want to thank Interim Director Donna VanCleave for her service, and for leadership that resulted in yet another record year for the Lottery and its contribution of funding to Virginia public schools.”
Hill-Christian currently serves as Executive Director of the Richmond Redevelopment and Housing Authority. Hill-Christian also has served as Chief Operating Officer of the GRTC Transit System (2001-03), assistant city manager and chief of staff in the Office of the Richmond City Manager (1999-2001), and Director of Richmond’s Parks, Recreation and Community Facilities and Director of the city’s Department of Juvenile Justice Services (1998-1999). In addition, Hill-Christian was appointed Director of the Virginia Department of Juvenile Justice in 1997.
Governor Kaine also announced the appointment of Richard E. Williams of Glen Allen to serve as Deputy Director of the Virginia Lottery. Previously, Williams served as Special Advisor to Governor Warner. Prior to that, he served as Executive Director for the Commission on Local Government, and as State Director and Director of Community Relations for U.S. Senator Charles Robb. Williams has over 20 years of experience working in state, local and federal government.
In fiscal year 2005, the Virginia Lottery recorded overall sales topping $1.33 billion – a record – which generated more than $423 million for Virginia’s K-12 public schools – also a record.
