Layne Dillon has been reappointed as Deputy Scheduler in the Office of the Governor. He previously served as a 2016 Governor’s Fellow. Layne graduated from Ferrum College in 2016 with a Bachelor of Science degree in Political Science.
Demetria “De’de” Garland, Special Assistant in Constituent Services
Demetria “De’de” Garland has been reappointed as Special Assistant in Constituent Services. Most recently she worked as Special Assistant in Constituent Services under Governor Terry McAuliffe. De’de has worked in four Governor’s Administrations.
Charlotte Gomer, Assistant Communications Director
Charlotte Gomer has been reappointed as Assistant Communications Director in Governor Northam’s Communications Office. Prior to this appointment, she served as the Press Assistant in Governor McAuliffe’s Office, and the Executive Assistant to the Secretary of Commerce and Trade. Previously, she served as the Capital Campaign Manager at the Virginia Capitol Foundation. Charlotte is a native of Richmond and graduated with a Bachelor of Arts in History from Denison University.

Desiré Branch-Ellis, Executive Assistant to the Secretary of Agriculture and Forestry
Desiré Branch-Ellis has been reappointed as Executive Assistant to the Secretary of Agriculture and Forestry. Prior to this appointment, she served as a Special Assistant in the Secretary of the Commonwealth’s Restoration of Rights Office. Desiré is a native of Richmond and graduated with a Bachelor of Science in Exercise Science from Virginia Commonwealth University.
Crafton Wilkes, Commissioner, State Milk Board
Crafton Wilkes has been reappointed as the Commissioner for the State Milk Board. Prior to this Crafton served as the Dairy Audit Supervisor for the State Milk Commission. Previously, he worked as a Territory Manager for Boehringer Ingelheim Vetmedica, Inc., in eastern New York and New England. Crafton is a native of Franklin County and earned his Bachelor of Science and Master of Science in Dairy Science from Virginia Tech.

Lashawnda Singleton, Community Relations Specialist, Restoration of Rights Division
Lashawnda Singleton has been reappointed as Community Relations Specialist for the Restoration of Rights Division in the Secretariat of the Commonwealth. She has worked with the Offender Aid and Restoration Organization of Richmond as a Re-Entry Program Facilitator at Henrico County Jail and Pamunkey Regional Jail. Lashawnda received her Bachelor of Social Work from Virginia Commonwealth University.

Craig M. Burns, Commissioner, Virginia Department of Taxation
Craig M. Burns has been reappointed as Commissioner of the Virginia Department of Taxation. He was first appointed Commissioner of the Virginia Department of Taxation in November 2010, after serving as Acting Tax Commissioner since June 2010. Prior to his appointment as Tax Commissioner, Craig had served as Deputy Secretary of Finance since October 2008. He has been with the Commonwealth of Virginia for 24 years. Craig holds a Bachelor of Arts in Political Science/Economics from the State University of New York at Cortland and a Master of Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University. He is retired from the United States Naval Reserve.
June Jennings, Deputy Secretary of Finance
June Jennings has been reappointed to as Deputy Secretary of Finance. She previously served as the State Inspector General. Prior to joining the Office of the State Inspector General, June worked for the Virginia Department of Corrections as Inspector General and Internal Audit Director. A native of Chesterfield County, June is a Certified Public Accountant and graduated from Radford University where she received a Bachelor of Science in Accounting.
Dan Timberlake, Director, Department of Planning and Budget
Dan Timberlake has been reappointed as the Director of the Department of Planning and Budget. He was first appointed DPB Director in August 2008 by then Governor Tim Kaine and was re-appointed by Governor Robert McDonnell in 2010 and Governor Terry McAuliffe in 2014. He previously served as Deputy Secretary of Finance from 2006 to 2008. Dan has nearly 29 years of public service experience as an employee of the Commonwealth of Virginia. A graduate of the College of William and Mary, Dan Timberlake began his state career as a legislative aide in December 1984.

Martha “Marty” Kilgore, Executive Director, Virginia Foundation for Healthy Youth
Martha “Marty” Kilgore has been reappointed as the Executive Director of the Virginia Foundation for Healthy Youth, a position she has held since 2001. Marty served as Deputy Secretary of the Commonwealth from 1998-2001. She began her career as an elementary public school teacher for Scott County Public schools.
Office of the Chief Workforce Development Advisor
Sara Dunnigan, Deputy Chief Workforce Development Advisor
Sara Dunnigan has been appointed as Deputy Chief Workforce Development Advisor. Sara will continue serving as the Executive Director of the Workforce Board, a position she held under Governor Terry McAuliffe. Most recently, she served as Chief Workforce Policy Advisor in the McAuliffe Administration. Sara previously managed her consulting firm, SJ Dunnigan Consulting. Prior to that role, she was a project manager and strategist for Chmura Economics and Analytics. Sara received a Bachelor of Science degree from Wright State University.
Felix Schapiro, Workforce Policy Analyst
Felix Schapiro has been appointed as Workforce Policy Analyst in the Office of the Chief Workforce Development Advisor. Most recently, Felix served as Special Assistant for Communications in the Office of the Secretary of Education and as Special Assistant to the Secretary of Natural Resources, both in the McAuliffe Administration. A native of Richmond, Felix holds a Bachelor of Arts in Government and Philosophy from the College of William and Mary.
