Governor Northam Announces Administration Appointments

RICHMOND – Governor Ralph Northam announced additional appointments to his Administration today.

Secretariat of Natural Resources


David Paylor, Director, Department of Environmental Quality
David Paylor has been reappointed as the Director for the Department of Environmental Quality (DEQ). He was previously appointed to the same position by Governor Terry McAuliffe in 2014, by Governor Bob McDonnell in January 2010, and by Governor Tim Kaine in 2006. His career began in 1973 with the State Water Control Board and continued by working at DEQ in different roles. David graduated from Duke University with a Bachelor of Science in Zoology and received a Master’s degree from the Oregon State University in Fisheries Science.


Trieste Lockwood, Senior Policy Advisor, Department of Environmental Quality
Trieste Lockwood has been appointed as the Senior Policy Advisor for the Department of Environmental Quality. She most recently was the Government Relations lead for the Virginia League of Conservation Voters, and has worked in policy at numerous nonprofit organizations.  Trieste graduated from the Pennsylvania State University with a Bachelor of Arts and a Bachelor of Science. She earned a Juris Doctor and a Public Policy Program Certificate from the Catholic University of America’s School of Law.

M. Norman Oliver, MD, MA, Acting State Health Commissioner
M. Norman Oliver has been appointed Acting State Health Commissioner. He currently serves as the Deputy Commissioner for Population Health at the Virginia Department of Health. Prior to that, Dr. Oliver served as the Walter M. Seward Professor and Chair of the Department of Family Medicine at the University of Virginia School of Medicine. Dr. Oliver simultaneously earned his M.D. and a Master’s in medical anthropology from Case Western Reserve University.


Office of the State Inspector General


Michael Westfall, State Inspector General
Michael Westfall has been appointed State Inspector General. He was first appointed to the acting role by Governor Terry McAuliffe in February 2017. Prior to that, he served as Deputy Inspector. He launched his career as an auditor for the U.S. Department of the Interior – Office of Inspector General. A native of Norfolk, he holds a Bachelor’s degree in biology and a Master’s degree in accountancy from Virginia Commonwealth University.
