Governor Northam Announces Administration Appointments

RICHMOND – Governor Ralph Northam announced additional appointments to his Administration today.

 

Office of the Governor

Nelson Moe, Chief Information Officer, Virginia Information Technologies Agency

Nelson P. Moe has been reappointed as the chief information officer (CIO) of the Commonwealth and leads the Virginia Information Technologies Agency. He was previously appointed by Gov. Terry McAuliffe. Moe previous served as CIO for the U.S. House of Representatives. He is a former nuclear submarine officer in the U.S. Navy. He holds a bachelor's degree in applied mathematics from the U.S. Naval Academy and graduate engineering degrees from both the Catholic University and George Washington University.

 

Secretariat of Health and Human Resources

Karen Kimsey, Chief Deputy, Virginia Department of Medical Assistance Services

Prior to her appointment, Karen served as the Deputy Director of Complex Care and Services. Karen is an accomplished executive with 23 years of public service with the state Medicaid program. She led the successful development and launch of the Commonwealth Coordinated Care Plus program, the creation of a new addiction and treatment benefit for individuals with substance use disorders, the redesign and implementation of the system that serves individuals with developmental disabilities, and the launch of the Governor's Access Plan to serve individuals with serious mental illness. Karen received the Governor's Agency Star Award last year. Karen holds Bachelor's and Master's degrees in Social Work as well as a Certificate in Aging Studies. Karen is also a proud mom of two sons, Evan and Andrew.

Elizabeth Woodhead, Executive Assistant

Prior to her appointment, Elizabeth was executive assistant and secretary senior in the Office of the Director of the Richmond City Health District. She has previously worked as senior executive assistant in the Office of the Vice President of Development and Alumni Relations at Virginia Commonwealth University, and held various positions with the VCU Health System.
