Governor Northam Announces Administration Appointments

RICHMOND—Governor Ralph Northam announced additional appointments to his Administration today.

Office of the Governor

Matt Mansell, Director of the Office of Policy and Legislative Affairs
Matt Mansell has been appointed Director of the Office of Policy and Legislative Affairs. He previously served as Legislative Director and Acting Policy Director. Prior to joining the Northam Administration, Matt served as Vice President of Government and Regulatory Affairs for the Virginia Health Care Association-Virginia Center for Assisted Living. He also previously led the government relations team at the Medical Society of Virginia. A graduate of Georgetown University, Matt is a native of Pulaski.

Marvin Figueroa, Legislative Director
Marvin Figueroa has been appointed Legislative Director. Previously, he served as Deputy Secretary of Health and Human Resources where he focused on the implementation of Medicaid expansion, increasing access to behavioral health services, substance use disorder policy, and supported state agencies to ensure they deliver quality, affordable, and accessible services to individuals with disabilities, the aging community, and low-income working families. Prior to joining the Northam Administration, Marvin served as Senior Policy Advisor for U.S. Senator Mark Warner, where he worked on Medicare, Medicaid, the Affordable Care Act, and other health care issues related to the Senator’s role on the Senate Finance Committee, and co-led the bipartisan Finance Committee Chronic Care Working Group. Marvin is originally from La Ceiba, Honduras. He earned his Master’s degree at Harvard University and a Bachelor’s degree from Vanderbilt University.

Courtney Dozier, Policy Director
Courtney Dozier has been appointed Policy Director. Courtney was previously Chief Deputy for the Virginia Department of Housing and Community Development, where she served as Governor Northam’s Deputy Broadband Advisor. Courtney also served as Director of the State Strategy Group at the Pew Charitable Trusts and worked on several political campaigns at the state and federal level. She also worked for U.S. Senator Mark Warner in his U.S. Senate office. Courtney is a graduate of George Mason University.

John Begala, Legislative Advisor
John Begala has been appointed Legislative Advisor. John previously served as an Aide to the Governor for three years. John is a graduate of the College of William & Mary, where he earned a Bachelor of Arts degree in Government.
