Governor Northam Announces Administration Appointments

RICHMOND—Governor Ralph Northam announced additional appointments to his Administration today.

Secretariat of Education

Hala Al-Tinawi, Executive Assistant to the Secretary of Education
Hala Al-Tinawi has been appointed Executive Assistant to the Secretary of Education. Prior to her appointment, Hala taught middle school history and served as an intern at the Virginia Museum of History and Culture. She grew up in Chesterfield and graduated from Virginia Commonwealth University with a Bachelor of Science degree in Psychology and a Bachelor of Arts degree in History.

Tori Noles, Policy Advisor to the Secretary of Education
Tori Noles has been appointed Policy Advisor to the Secretary of Education. She previously served as Special Assistant in the Office of the Secretary of Education and Engagement and Opioid Prevention Coordinator at the Virginia Department of Social Services. Tori graduated from the University of Richmond and was a Governor’s Fellow in the Office of the Secretary of Public Safety and Homeland Security in the McAuliffe Administration.

Rachel Becker, Policy Advisor to the Secretary of Health and Human Resources
Rachel Becker has been appointed Policy Advisor to the Secretary of Health and Human Resources. She previously served as Special Assistant and a 2019 Governor’s Fellow in the Office of the Secretary of Health and Human Resources, and an intern to State Senator T. Montgomery “Monty” Mason. Rachel is a native of Chesapeake and earned a Bachelor of Arts degree in Government from the College of William & Mary.
