WHEREAS, the Commonwealth of Virginia plays a vital role in identifying and responding to cyber threats, and must take all possible actions to ensure security and to protect against and prevent cyber threats; and
WHEREAS, information systems and technology are major components of the infrastructure of the Commonwealth of Virginia, and they support Virginia’s economy and financial services, healthcare systems, emergency response systems, energy, telecommunications, transportation, utilities, manufacturing, construction, mining, agriculture, wholesale, retail, real estate, tourism, and more; and
WHEREAS, the frequency and complexity of malware, cyberattacks, and other virtual threats targeted at internet users and Virginia’s information technology infrastructure are increasing daily; and
WHEREAS, businesses, banks, schools, libraries, government agencies, citizens, and other organizations use the internet daily to perform myriad tasks including, communicating with family and friends, financial management, research, education, legal services, and general business, and other functions; and
WHEREAS, strict security standards and measures for state government have been established, and are in place to protect the valuable and sensitive information entrusted to the state government by citizens, businesses, and organizations, and require extensive training for state employees responsible for the care and secure handling of such electronic information; and
WHEREAS, Virginia is a national leader in digital systems and cybersecurity, setting an example for all others to follow; and
WHEREAS, maintaining the security of cyberspace is a shared responsibility in which each of us has a critical role to play, and awareness of computer security essentials will improve the security of Virginia’s information infrastructure and economy;
NOW, THEREFORE, I, Ralph S. Northam, do hereby recognize October 2018 as CYBERSECURITY AWARENESS MONTH in our COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all our citizens.
