WHEREAS, in 1987, Virginia voters approved the creation of a lottery in Virginia; and
WHEREAS, the first Virginia Lottery ticket was sold on September 20, 1988; and
WHEREAS, in 2000, Virginia voters approved a constitutional amendment guaranteeing that all Virginia Lottery profits will be used solely to benefit K-12 public education in the Commonwealth; and
WHEREAS, since then, the Virginia Lottery has generated more than $9 billion in profits for K-12 public education in the Commonwealth; and
WHEREAS, in the 2018 fiscal year, the Virginia Lottery set a record by generating more than $600 million in profits for K-12 education; and
WHEREAS, the Virginia Lottery has built a 30-year track record of fun and exciting games presented in an ethical and responsible manner; and
WHEREAS, the Virginia Lottery has partnered with the Virginia Council on Problem Gambling to help raise awareness of gambling addiction and problem gambling in the Commonwealth; and
WHEREAS, the Virginia Lottery remains committed to using one of the most recognizable brands in the Commonwealth for the benefit of K-12 public education; and
WHEREAS, the Virginia Lottery constantly strives to create new fun and exciting play experiences and games;
NOW, THEREFORE, I, Ralph S. Northam, do hereby recognize September 20, 2018, as the 30TH BIRTHDAY OF THE VIRGINIA LOTTERY in our COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all our citizens.
