WHEREAS, Article 1, Section 2, of the United States Constitution mandates a decennial Census stating “Representatives and direct Taxes shall be apportioned among the Several States…according to their respective Numbers…”; and
WHEREAS, the 2020 Census will survey every household in the nation with a questionnaire with the goal of counting every person living in the United States of America once, only once, and in the right place; and
WHEREAS, data collected from the Census is used to determine the allocation of federal funding in support of critical programs and the distribution of Congressional seats in the United States House of Representatives; and
WHEREAS, data collected from the Census plays an important role in redistricting and supporting Virginia communities; and
WHEREAS, additionally, residents, local governments and city planners, businesses and developers use Census data to develop local government budgets, examine revitalization projects, support community initiatives, and determine where to build infrastructure such as new schools, hospitals, and homes; and
WHEREAS, data obtained by the survey will be used to help determine how more than $675 billion will be distributed from the federal government to state, local, and tribal governments annually; and
WHEREAS, communities could lose up to $2,000 of federal funding for each person not counted which amounts to upwards of $20,000 before the next decennial Census; and
WHEREAS, on December 18, 2018, Governor Northam issued Executive Order Twenty Seven establishing the Virginia Complete Count Commission, which was created to improve the participation and representation of all Virginians in the 2020 Census; and
WHEREAS, the 2020 Census determines YOUR Representation, YOUR Community Funding, and it’s YOUR Civic Duty; and
WHEREAS, every community and person living in Virginia matters and is a part of the diverse fabric that makes us who we are as a Commonwealth;
NOW, THEREFORE, I, Ralph S. Northam, do hereby recognize April 1, 2020, as CENSUS DAY in our COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all our citizens.
