WHEREAS, Congenital Diaphragmatic Hernia (CDH) is characterized by the abnormal development of the diaphragm before birth, resulting in defects ranging from a thinned area in the diaphragm to its complete absence; and
WHEREAS, CDH affects approximately 1 in 2,500 newborns; and
WHEREAS, those with CDH often endure multiple surgeries and possible medical complications beyond their diagnosis including heart defects, pulmonary complications, gastric and intestinal problems, and developmental delays, and at times require long-term respiratory and medicinal support; and
WHEREAS, CDH International is an organization that works with hospitals, researchers, and charities on a global initiative to stop CDH, and assist families affected by CDH; and
WHEREAS, Congenital Diaphragmatic Hernia Awareness Day is an opportunity to stand with the children suffering with CDH and their families, to honor those who have lost their lives to CDH, to recognize those who have survived CDH, and to advocate for urgently needed medical research and advances;
NOW, THEREFORE, I, Ralph S. Northam, do hereby recognize April 19, 2018, as CONGENITAL DIAPHRAGMATIC HERNIA AWARENESS DAY in our COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all our citizens.
