WHEREAS, the Virginia Association of Free and Charitable Clinics represents and supports Virginia’s comprehensive network of more than 60 free and charitable clinics; and
WHEREAS, the clinics are primarily volunteer-based and provide a range of medical, dental, pharmacy, and behavioral health services so that low income Virginians throughout the Commonwealth have a medical home; and
WHEREAS, free and charitable clinics provide care to residents of all of Virginia’s counties and cities, making it one of the Commonwealth’s largest providers of healthcare to the uninsured and underinsured; and
WHEREAS, free and charitable clinics are best able to play the critical role of providing quality health care to Virginia’s most vulnerable through their ability to adapt and adjust their community-based clinical services to meet community-specific needs of unique and diverse localities; and
WHEREAS, in 2017, more than 67,900 vulnerable Virginians were served by free and charitable clinics regardless of their ability to pay providing services, valued at more than $186,990,400; and
WHEREAS, in celebration of the twenty-five years of support and services the Virginia Association of Free and Charitable Clinics has provided clinics as they delivered quality health care to Virginia’s low-income, uninsured and underinsured residents; and
NOW, THEREFORE, I, Ralph S. Northam, do hereby proclaim October 21, 2018, as FREE AND CHARITABLE CILINIC DAY in our COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all our citizens.
