Governor Glenn Youngkin Publishes Second Annual Unified Regulatory Plan to Promote Regulation Transparency in Virginia

RICHMOND, VA – Governor Glenn Youngkin announced today the release of the Second Annual Unified Regulatory Plan (URP) to improve regulatory transparency, cultivate job retention and bolster job creation in Virginia. 

“Burdensome regulations impact businesses across the Commonwealth. My administration is committed to reducing regulations and increasing transparency. Regulatory certainty is one of the deciding factors companies weigh when locating new businesses and the Commonwealth is taking action,” said Governor Glenn Youngkin. “Together we are ensuring that Virginia’s transparent regulatory process can continue to attract top-quality business and job opportunities.” 

Pursuant to Executive Order 19, state agencies submitted all anticipated rulemaking activities to occur during FY2024, which begins July 1, 2023 and ends June 30, 2024. 

The rulemaking activities of the Commonwealth URP include regulatory changes from legislative mandates as well as efforts to reduce the regulatory burdens on all Virginians. The URP also includes the list of all new guidance documents anticipated over the next year. 

The publication of the Commonwealth URP establishes another avenue of transparency for local governments, private citizens, and various regulated communities to utilize in Virginia. With the inclusion of rulemaking activities from 70 various state agencies, the Commonwealth URP provides a consolidated plan of pertinent information to provide explanation and direction of Virginia’s laws. This year's URP shows expected action on 379 regulations and 464 guidance documents. Many of these efforts are designed to reduce the regulatory burdens on Virginians while also modernizing important health and safety requirements. 

By providing greater transparency, businesses and individuals in the Commonwealth are informed on new regulations or guidance documents that shape the scope of operational abilities, clarify compliance for agency standards and policies, and provide the most up-to-date direction from state agencies for regulated entities/individuals.
