By virtue of the authority vested by the Constitution of Virginia in the Governor of the Commonwealth of Virginia, there is hereby officially recognized:
Barber and Hairstylist Appreciation Day
WHEREAS, the Commonwealth of Virginia is home to a great number of licensed hairstylists, barbers, and cosmetologists who enhance the personal appearance, confidence, and well-being of its residents while significantly contributing to the Commonwealth's economy; and
WHEREAS, Virginia has more than 7,000 hair salons and barber shops, which provide vital employment opportunities and help foster connections within their communities; and
WHEREAS, Universal License Recognition has been enacted in Virginia, making it easier for qualified out-of-state hairstylists and barbers to obtain licensure, while the Commonwealth has also reduced the required training hours for a cosmetology license from 1,500 to 1,000 hours, effectively lowering barriers to entry while maintaining high safety and professional standards; and
WHEREAS, Virginia is proactive in supporting veterans and military spouses in the hairstyling and barbering industry by offering expedited professional licensing, recognizing military training and experience, and providing temporary licenses to military spouses, with the Virginia Values Veterans (V3) program helping employers recruit and retain these skilled professionals; and
WHEREAS, collaborations between local salons and esteemed cosmetology programs play a crucial role in fostering education, mentorship, and career opportunities for aspiring stylists while strengthening the future of the industry in Virginia; and
WHEREAS, it is fitting to recognize and celebrate the great contributions of hairstylists and barbers who work tirelessly to promote beauty, well-being, and self-esteem among Virginians while also acknowledging their dedication to service and their role in shaping the personal care industry;
NOW, THEREFORE, I, Glenn Youngkin, do hereby recognize April 25, 2025, as BARBER AND HAIRSTYLIST APPRECIATION DAY in the COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all of our citizens.
