Strengthen the Spirit of Virginia
By virtue of the authority vested by the Constitution of Virginia in the Governor of the Commonwealth of Virginia, there is hereby officially recognized:
Calling All Virginians to Observe a Moment of Prayer and Reflection
WHEREAS, on Wednesday, September 10, at 12:20 p.m. Mountain Daylight Time, on the campus of Utah Valley University in Orem, Utah, Charles James Kirk, Founder and President of Turning Point USA, was struck by an assassin’s bullet, later succumbing to his injuries and passing into the Lord’s arms shortly thereafter at Timpanogos Regional Hospital; and
WHEREAS, Mr. Kirk’s greatest joy was his family, to whom he was a loving father to two children, a devoted husband to his wife Erika, and a man of faith, he himself a child of God, made in the image of God, who we lift up in prayer; and
WHEREAS, Turning Point USA is an organization founded in 2012 by Mr. Kirk to guide citizens, especially students, through the development of knowledge, skills, values, and motivation, so they can meaningfully engage in their communities to restore traditional American values like patriotism, respect for life, liberty, family, and fiscal responsibility; and
WHEREAS, Mr. Kirk was widely known and praised by political allies and opponents for his commitment to free and open debate, focusing on direct engagement with college and university students across the country on issues and values, an activity that fostered respectful discourse, and recognized the humanity of the person across from us, regardless of differing opinions; and
WHEREAS, the Commonwealth of Virginia is the birthplace of our Nation, where inalienable God-given rights such as free speech and civil debate were woven into our national spirit and founding documents by Virginians George Washington, Thomas Jefferson, James Madison, George Mason, and many others; and
WHEREAS, all Virginians, no matter their beliefs or background, are the inheritors of this legacy of free speech and civil debate, two essential elements for progress; and
WHEREAS, we must condemn with all our might the abhorrent, dark, and evil crime we witnessed on September 10, 2025; and
WHEREAS, the acceptance of murder or violence as a solution to political disagreements must be rejected, otherwise our Nation’s very soul will suffer irreparable moral decay; and
WHEREAS, we remember the atrocities of September 11, 2001, and the response of a nation that unified against evil, we must today come together again to reject all forms of violence;
NOW, THEREFORE, I, Glenn Youngkin, do hereby officially call upon all Virginians to OBSERVE A MOMENT OF PRAYER AND REFLECTION on September 12, 2025, at noon and to reflect on how, as a Commonwealth, we can come together, and I call this observance to the attention of all our citizens.
