Strengthen the Spirit of Virginia
By virtue of the authority vested by the Constitution of Virginia in the Governor of the Commonwealth of Virginia, there is hereby officially recognized:
Hispanic and Latino Heritage Month
WHEREAS, the Hispanic and Latino community represents a large, diverse, and vital part of the Commonwealth of Virginia; and
WHEREAS, dating back many centuries, Hispanic and Latino heritage in the Commonwealth of Virginia has a significant influence on the rich fabric of our society; and
WHEREAS, vibrant Hispanic and Latino influence can be seen in all aspects of Virginia life and culture including the arts, sciences, business, academia, government, and our nation’s military; and
WHEREAS, Hispanic and Latino Heritage Month began in 1988 with a 31-day commemoration beginning on September 15 and ending on October 15 to pay tribute to and recognize the important contributions of Hispanic and Latino Americans; and
WHEREAS, September 15 is significant as the anniversary of independence for the Latin American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua; and
WHEREAS, Mexico and Chile celebrate their independence on September 16 and September 18, respectively; and
WHEREAS, the Virginia Latino Advisory Board (VLAB) was created to recognize the importance of the contributions of Latinos in Virginia, and continues to advise and inform the Governor on issues facing Latino constituents, and to advocate for Latino interests; and
WHEREAS, citizens are encouraged to participate in activities designed to bring recognition, understanding, and appreciation to the significant contributions made by Hispanic and Latino Americans; and
WHEREAS, our Hispanic and Latino community exhibits devotion to family, faith, country, and entrepreneurship bringing unique perspectives and experiences that strengthen the Spirit of Virginia;
NOW, THEREFORE, I, Glenn Youngkin, do hereby recognize September 15 through October 15, 2023, as HISPANIC AND LATINO HERITAGE MONTH in the COMMONWEALTH OF VIRGINIA and call this observance to the attention of our citizens.
