By virtue of the authority vested by the Constitution of Virginia in the Governor of the Commonwealth of Virginia, there is hereby officially recognized:

Parliamentary Law Day

WHEREAS, parliamentary law is a vital tool of our democratic society and a part of both statutory and common law in the United States of America and governs the conduct of meetings of many organizations; and,

WHEREAS, the rules of parliamentary law are based on a regard for the rights of the majority, minority, individual members, and absentees; and,

WHEREAS, although the term “parliamentary law” is derived from the British Parliament, many meeting rules of order predate it by centuries and have evolved from the experience of people working together to achieve common aims through the democratic process; and,

WHEREAS, the National Association of Parliamentarians and the Virginia State Association of Parliamentarians are dedicated to studying, teaching, and promoting the proper use of parliamentary procedure in groups and meetings of all kinds; and,

WHEREAS, parliamentary law provides the foundation, training and leadership skills, and team work for effective meetings; and,

WHEREAS, the Virginia State Association of Parliamentarians encourages and presents workshops to youth groups and community organizations to teach parliamentary procedure to build leadership skills and have effective meetings; and,

WHEREAS, the Commonwealth of Virginia wishes to extend our sincere appreciation to the Virginia State Association of Parliamentarians for outstanding service to the community; and,

WHEREAS, the Sixty-fourth Convention of the Virginia State Association of Parliamentarians will be held virtually on April 30, 2022;

NOW, THEREFORE, I, Glenn Youngkin, do hereby recognize April 30, 2022 as PARLIAMENTARY LAW DAY in our COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of our citizens to acknowledge the important work performed by parliamentarians.
