By virtue of the authority vested by the Constitution of Virginia in the Governor of the Commonwealth of Virginia, there is hereby officially recognized:
Second Chance Month
WHEREAS, criminal justice agencies and reentry service providers play a vital role in enhancing long-term public safety, reducing statewide recidivism rates, and decreasing violent crime victimization; and,
WHEREAS, criminal justice agencies and reentry service providers understand that the vast majority of incarcerated individuals will be released back into the community; and,
WHEREAS, criminal justice agencies and reentry service providers work tenaciously in partnership with a broad coalition of stakeholders across the Commonwealth to promote successful reentry and strengthen communities; and,
WHEREAS, criminal justice agencies and reentry service providers are highly-skilled professionals who are well versed in best practices; and,
WHEREAS, criminal justice agencies and reentry service providers utilize risk, needs, and responsivity tools and assessments when creating an individualized reentry plan to ensure fiscal responsibility and the prioritization of services; and,
WHEREAS, criminal justice agencies and reentry service providers recognize strong reentry programs enhance long-term public safety and therefore, produce positive outcomes for returning residents by working to remove barriers to lawful participation in a free society; and,
WHEREAS, criminal justice agencies and reentry service providers implement interventions such as education, vocation, workforce development skills, cognitive restructuring programs, family reunification programs, and housing opportunities, to disrupt the cycle of intergenerational criminal activity; and,
WHEREAS, criminal justice agencies and reentry service providers are committed to addressing mental health and substance use disorder needs;
NOW, THEREFORE, I, Glenn Youngkin, do hereby recognize April 2022 as SECOND CHANCE MONTH in our COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of our citizens.
