By virtue of the authority vested by the Constitution of Virginia in the Governor of the Commonwealth of Virginia, there is hereby officially recognized:

Upperville Colt and Horse Show Week

WHEREAS, Carrstown, later named Upperville, Virginia, by the Virginia General Assembly, was established by Josephus Carr in 1797; and,

WHEREAS, Upperville, located in southwestern Loudoun County, is home to the most prestigious and oldest horse show in America; and,

WHEREAS, the Upperville Colt and Horse Show was established in 1853 by Colonel Richard Henry Dulany to encourage better treatment of young horses and to improve the local breeding stocks; and,

WHEREAS, Colonel Dulany chose Grafton Farm, known for its stately oak trees, as the site for this annual competition that will mark 169 years in June 2022; and,

WHEREAS, in 2021, Upperville was named Horse Show of the Year by the Virginia Horse Shows Association, Inc.; and,

WHEREAS, Grafton Farm was added to the National Register of Historic Places and the Virginia Landmark’s Register in December 2021 acknowledging 169 years of historic integrity;

NOW, THEREFORE, I, Glenn Youngkin, do hereby recognize June 6-12, 2022 as UPPERVILLE COLT AND HORSE SHOW WEEK in the COMMONWEALTH OF VIRGINIA and name the UPPERVILLE COLT AND HORSE SHOW as the oldest horse show in America and call this observance to the attention of all our citizens.
