Strengthen the Spirit of Virginia
By virtue of the authority vested by the Constitution of Virginia in the Governor of the Commonwealth of Virginia, there is hereby officially recognized:
Virginia Screen-Free Week
WHEREAS, since 2007, the number of mobile devices and social media engagement platforms have exponentially increased, and approximately 50 percent of children in the United States receive a smartphone by age 11 years old; and
WHEREAS, the average teen in the United States spends approximately 33 hours a week on social media; and
WHEREAS, there are increasing risks to youth online, including cyberbullying, unrealistic beauty standards, access to illicit drugs, and sexual solicitation of minors; and
WHEREAS, 60 percent of high-frequency social media users report having poor or very poor mental health; and
WHEREAS, there is a national youth mental health crisis and suicide is the second leading cause of death for youth ages 10 to 14 years old, and excessive social media further worsens this crisis; and
WHEREAS , research indicates that excessive screen time can negatively impact executive functioning, emotional regulation, academic performance, mathematics, and literacy; and
WHEREAS, increased education regarding time spent in front of screens, including TVs, mobile devices, and computer monitors, can assist with improved quality of life; and
WHEREAS , Executive Order 33 was signed in July 2024 to eliminate cell phones from classrooms in Virginia’s K-12 public schools, and this important measure has led to marked decreases in disciplinary referrals and increases in student performance and attendance; and
WHEREAS, parents, caregivers, and educators can model healthy screen use, decrease the risks of harm, and foster a balanced environment for curiosity, skill building, and recreation; and
WHEREAS , the Reclaiming Childhood Task Force recognizes the benefits for all Virginians to take routine breaks from screens and encouraging other activities, such as enjoying the outdoors, social gatherings, the arts, reading, and sports and recreation can lead to improved physical and mental well-being; and
WHEREAS, balanced screen time can help to ensure Virginia is positioned to become the healthiest state in the nation and a great place to live, work, play, and raise a family;
NOW, THEREFORE, I, Glenn Youngkin, do hereby recognize April 13-19, 2025, as SCREEN-FREE WEEK in our COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all of our citizens.
